You get access to axe Reports when you purchase some other Deque products. Axe Reports is currently integrated with:

axe Monitor®: axe Reports is packaged with axe Monitor®'s product license. You use this to track outcomes data for your web properties.

axe DevTools HTML Enterprise: axe Reports is packaged with axe DevTools HTML's product license (with conditions. Work with your system administrator to determine the best fit). You use this to track outcomes data from your scripts, and usage data for APIs/CLIs.

axe DevTools Extension: Only for usage data.
